The Lead Officer

The lead officer is the sponsor of the initiative or other senior lead officer.

Organisational Location

This will include the name of your Section, Department and Directorate. Any key partners should also be mentioned. This is important given that joint working is crucial in modern local government.

Initiative

The word ‘initiative’ within this document is used as shorthand for any significant policy, project, strategy, and/or service development, initiatives, and service changes. This tool should be used for service reductions as well as service improvements. It can also be used as part of on-going policy, strategy and service reviews.

The threshold for using the tool should be:

• The initiative is new
• The broader impact of the initiative is not known
• A significant number of neighbours, staff, stakeholders, service users etc are involved customers?
• Evidence on direct and indirect impact is not easily available

Objective

This should be the key objective only of the initiative, and should be measurable.

Description

Please provide a ‘thumbnail’ explanation of the initiative, and how it will operate.

Area

Please clarify whether your initiative will impact on the whole of the County Borough or a specific area of it.

Target Group

Please clarify whether the whole population of the area of Bridgend CBC is involved or a specific area or population group.

This is where you should consider who are likely to be the main beneficiaries of your initiative? Could the initiative have a significant positive or negative impact on some groups of people? For instance, has consideration been given to how the initiative may impact on women, men, disabled people, different age groups, and people from different racial backgrounds or faiths, lesbians, gay men, bisexuals, transsexuals or Welsh speakers? The sort of things to look for are lower take-up rates for some people and access needs such as language, communication support and physical access.

Finance

This answer should show the level of investment involved and the source of that finance. This may assist in the evaluation of the potential effectiveness of the initiative. Mention should be made of any savings likely to be generated by the initiative.
